Portia Mills Hines Park, also known as 10th St. Park, is located in the Northside area of Wilmington, North Carolina. The park spans 2.78 acres and serves as a recreational space for the local community.
In recent years, the park has undergone significant improvements. The City of Wilmington approved a contract in 2021 to enhance the park's facilities. These improvements included the addition of a pavilion, bathrooms, new lighting, sidewalks, and a parking lot. The total cost of these upgrades was $643,758, with an additional $57,900 allocated as a contingency fund.
The park's development was partly driven by community advocacy. In 2018, a local youth group called the Blue Ribbon Commission's Voyage Youth Leadership Council brought attention to the park's needs, expressing disappointment that it had been overlooked in previous funding allocations.
Portia Mills Hines Park serves as a gathering place for community events. In 2024, it was announced that the park would host free family-friendly movie screenings in the fall, organized by various local organizations including the Northside Food Co-op, Cucalorus Film Foundation, Wilson Center, the City of Wilmington, and DREAMS Center for Arts Education.
