Historically, the land where Surrey Downs Park now stands has seen various uses. A century ago, it was a filbert orchard. Some of the historic trees have been preserved on the site, with new filbert trees planted to fill in gaps, maintaining a connection to the area's past.

The property later served as an elementary school from 1962 to 1981 and subsequently as a courthouse until its transformation into a park.
