The park was named after Robert Rochon Taylor, the first African-American to head the Chicago Housing Authority. Its history is closely tied to the surrounding area's urban development, having been created in the early 1960s when the Chicago Housing Authority began leasing the community building and surrounding land to the Chicago Park District.
