It was developed with significant contributions from the Mid-City Redevelopment Alliance and features facilities designed to enhance recreation and foster community engagement.

The park includes a modern recreation center, which was inaugurated on September 13, 2000. This center provides an indoor basketball court and is a popular facility for local events and activities.

In addition to the recreation center, Kernan Avenue Park features an outdoor basketball court, a pavilion, and a playground, making it suitable for children and families. The playground caters to different age groups, offering a safe and engaging environment for younger visitors.
