The park's site was previously an undeveloped area that sat unused for over a decade, surrounded by barbed wire fencing.

Development and Partnerships

The park's creation is part of a larger effort to expand public green spaces in Richmond's East End and improve access to the James River. It was developed through a partnership between the Capital Region Land Conservancy, the James River Association, and the City of Richmond.

The land acquisition for the park was completed in 2021, with the park opening to the public in June 2024.

Historical Significance

Dock Street Park's location is historically significant, as it sits near the area that inspired William Byrd II to name the city of Richmond in 1737, due to its resemblance to the view of the Thames River from Richmond, England.
